Mr. Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial Delegation to the National Assembly, Chairman of the Provincial People's Council chaired the meeting.
In the agenda, the Standing Board of the Provincial Party Committee listened to and commented on the results of the implementation of the Prime Minister's Decision No. 827/QD-TTg dated June 12, 2020 approving the development project of Vinh city, Nghe An province to become the economic and cultural center of the North Central region by 2023 in the spirit of Resolution No. 26-NQ/TW of the Politburo.
Concluding this content, Secretary of the Provincial Party Committee Thai Thanh Quy analyzed and evaluated the construction of Vinh city to become the center of finance, commerce, tourism, science - technology, information technology, high-tech industry, healthcare, culture, sports, education and training of the North Central region. On that basis, up to present, Vinh city has clearly established itself as a financial and medical center, and basically an educational and cultural center; while this target has not been achieved in other areas.
Giving orientation to the city, the Secretary of the Provincial Party Committee asked Vinh city to actively work with provincial departments to research and propose to the Standing Board of the Provincial Party Committee the decentralization of powers for the city. It is very important because it is not only a matter of resources, but also promotes dynamism and creativity in the city’s process of administration. Together with that, Vinh city needs to prepare human resources well to ensure the good implementation when decentralization takes place.
For the construction of a smart city, the head of the Provincial Party Committee also requested that Vinh city should have a specific solution to mobilize resources to accelerate the construction of a smart city; at the same time coordinate with departments and branches to build database connection software.
In terms of expansion of the city’s administrative boundaries, the Secretary of the Provincial Party Committee said that it is necessary to focus on completing the Project to submit to the National Assembly’s Standing Committee in early 2024 in association with Vietnam’s the second phase of the arrangement of administrative boundaries; Thereby, it is noted that the Department of Home Affairs presides not to recruit for the positions of retired cadres and civil servants in Vinh City and Cua Lo to facilitate staff arrangement after the expansion. The Secretary of the Provincial Party Committee also agreed with the Standing Board of the Provincial Party Committee to issue a separate resolution on Vinh city; at the same time, proposed that the Party Committee of the Provincial People's Committee pay attention to studying and building a city with characteristics, such as: building a city of light or having emphasis on trees etc.
Also in the agenda, the Standing Board of the Provincial Party Committee listened to and commented on the report of survey and assessing the impact of exploiting hydropower potential from reservoirs and dams in the province; report on summarizing the inspection and supervision of the implementation of Party discipline in 2022, orientations and tasks in 2023; discussed the Standing Board of the Provincial Party Committee’s inspection and supervision plan in 2023.
The Standing Committee of the Provincial Party Committee also heard and commented on a number of issues regarding the implementation of Resolution No. 12-NQ/TW dated March 15, 2022 of the Politburo on promoting the building of a really clean, strong, regular, elite, modern People's Public Security force, meeting requirements and tasks in the new situation; discussed the work program of the Standing Committee of the Provincial Party Committee in 2023, etc.
