(Baonghean) - Mr. Ho Duc Phoc, Secretary of Party’s Committee of Nghe An has attended Nghe An Newspaper’s interview.
Journalist: VSIP reminds us of industrial parks in Binh Duong, Bac Ninh, Hai Phong, Quang Ngai, which are all large-scale projects and have positive impacts on the socio-economic development of the destination provinces as well as their neighborhoods. Are they the model for the industrial park to be constructed in Nghe An in the near future?
Mr. Ho Duc Phoc: The integrated township and industrial park VSIP Nghe An, or VSIP Nghe An for short, is a complex operating in the fields of investment, construction, exploitation, management, production of high-tech industry, technology area, logistics area, information technology software park, commercial complex, services and housing. VSIP Nghe An project is launched in an area of around 750 hectares, as planned in Dong Nam Economic Zone, which was expanded in accordance with Decision No. 10/2015/QD-TTg dated Apr 3, 2015 of the Prime Minister.
It is a key project in our province, which shall create breakthroughs in Nghe An’s industrial development. With the efforts of and close coordination between our province and the investor from the process of inspection, scheme formulation and submission for approval by authorized parties, by June 30, 2015 the project has fundamentally completed the processes and procedures for site selection, approval of detailed planning and was officially granted the investment certificate by our provincial authorities.
At the present, looking back all the way leading to the launch of such a large project, we can totally expect that VSIP Nghe An shall bring about positive contribution to our society and economy. That belief partly comes from the capability and brand of the investor; Becamex IDC is known as the driving force of Binh Duong’s economy, having many years of experience in infrastructure investment in general and industrial park investment in particular. VSIP is the result of the joint venture between Becamex IDC and Singapore’s Sembcorp Development Ltd., a multi-sector and multi-national corporation having economic potential and huge prestige. Currently in Vietnam, VSIP has 05 projects operating in many provinces with a total land fund of more than 6,000 hectares. Nghe An is selected the investment destination by VSIP and that is surely not a coincidence, but an achievement instead, owing to the attention, direction and special support from the Prime Minister, the state’s ministries and sectors as well as the willing assistance from Binh Duong’s provincial leaders. In the meantime, it is also the result of the investor’s thorough studying, researching and considering processes.

Journalist: To be more specified, in Nghe An’s expectations, what can VSIP Nghe An contribute to the socio-economic development of our province?
Mr. Ho Duc Phoc: First and foremost, we need to confirm that the presence of VSIP project lively shows the industrialization-modernization direction of Nghe An. In the last few years, our province has had many positive changes, especially in terms of transport infrastructure, industries, urban areas, services, heath care, culture and sports. Innovation from rural to urban areas, improvement in quality of material, cultural and spiritual life of our people, etc. are the result of both the province’s self efforts as well as the contribution of businesses investing and operating in our province. The short-term and long-term goals such as upgrading transport infrastructure with road routes, overpasses, airport, seaports, etc. have been fundamentally achieved. Toward the goal of restructuring the economy, innovating growth model, long-term goal of industrializing the provincial economy, we have defined key economic clusters and areas with large industrial parks being their cores. Currently we are at the first phase to fulfill that long-term goal, i.e. phase of attracting, promoting and calling investors to “cover” all economic and industrial areas as planned.
Together with other large projects such as Hoa Sen steel sheet plant, Royal Foods Nghe An plant, MDF wood processing plant, Quynh Lap 1 thermo-power plant, Masan food processing plant, BSE Electronics plant, Vissai Song Lam, Tan Thang, Hoang Mai 2 cement plants, etc. VSIP Nghe An project is a highlight in the big picture of Nghe An’s investment attraction, structural transition and socio-economic development. What should be noticed is that this project does not simply operate in one single field, but a complex of infrastructure instead aiming at supporting diverse fields and being the “closed production lines”: manufacturing plants; township and services; housing for employees and experts; green space; etc. It is the actual way of thinking in accordance with the direction of modernization-industrialization and sustainable development that many industrial parks in many countries are heading for.

Journalist: With the presence of such a complex in Nghe An, is there any other significance to our development orientation in the long run?
Mr. Ho Duc Phoc: Firstly, this shall be the ideal model for the direction of sustainable development, friendly with our industrial, township and service living environment and create breakthroughs in our economic development.
Secondly, Nghe An shall have a complex of infrastructure meeting the highest demands of domestic and international investors, helping attract investors and producing highly competitive products. Particularly, it is the model of industrial park that is so common in developed countries like America and Japan, suitable with our aim of developing high-tech industry as specified in Resolution No. 26 of the Politburo.
Thirdly, this shall contribute to our economic growth, increase our budget by thousands of billion dongs, offer jobs to more than 20,000 local residents, promote the labor market to innovate, improve quality, change ways of thinking and behavior of employees towards the direction of industrialization and modernization, and increase people’s living standards.
Reflecting on the projects conducted by Becamex IDC in the field of industrial park infrastructure, all industrial parks invested by Becamex IDC have now reached more than 95 percent of the attracting area, with a capital of around 6.3 billion USD, created jobs for more than 150,000 employees. Those are impressive figures and we should expect that in the near future, Nghe An can enjoy the huge benefits brought about by VSIP.
Journalist: What can investors expect from our province?
Mr. Ho Duc Phoc: For a huge project like VSIP to come from ideas into practice, it takes us a long way with efforts of investors and local area, efficient support from both countries’ governments and Binh Duong. During the process of research, inspection and scheme formulation, the authorities of our province has kept accompanying the investor, promptly resolved difficulties and problems, i.e. site selection, scale, policies and mechanism, etc. and submitted them to the government for some policies and mechanism to be rectified and modified in the operation regulation of Dong Nam Economic Zone, which includes 750 hectares of VSIP Nghe An industrial park.
We have to say that Nghe An is in need of businesses so that we can fulfill our goals of constructing, developing and moving toward the target of becoming a medium and industrial province as specified in Resolution No. 26 by the Politburo. Therefore, Nghe An not only warmly welcomes all the investors, but also is very proactive in contacting the investors, attract them and promise to accompany them right from the very first steps of ideas to the time their projects operate efficiently.
It is obvious that no project can easily gain absolute success without efforts of the concerned parties. The core of cooperation must be mutual benefits, which means both parties have the responsibilities for investment to be most effective. VSIP Nghe An shall bring about huge gains for our province, so we need to ask ourselves what the investors gain when operating in Nghe An. We are responsible for showing the businesses that investing in Nghe An is a smart choice to make use of many advantages such as abundant, low-paid and high-quality human resources (dense population, having many universities, colleges and vocational training centers); good transport infrastructure (roads, seaports, airport, etc); Nghe An is the connecting hub of the Vietnam-Laos-Thailand East-West economic corridor to form the big market for products and is the only province to receive the Resolution No. 26-NQ/TW of the Politburo on tasks of developing Nghe An towards 2020, having lots of favorable mechanism, good and safe business environment. As a result, businesses having invested in Nghe An including Becamex IDC shall develop well and build up their brand.
