Some revenues achieved high growth over the same period, such as: land use right assignment revenue for the first eight months was 1,019 billion dongs, equaled to 157% of state plan and 68% of People’s Committee’ plan, marking a year-on-year increase of 182%; revenue from foreign invested enterprises reached 213 billion dongs, equivalent to 68% of plan and 127% greater than last year.

However, several revenues which make up for great proportions still went behind the collection schedule. For example, tax revenues for the first eight months from Central state owned enterprises, local state owned enterprises and non-state sector achieved 59%, 66% and 65% of plan correspondingly.

The explanation for such slow progress was losses in revenues from corporations: 30 billion dongs lost from hydroelectric enterprises due to prolonged heat and drought while 60 billion dongs tax revenue couldn’t be collected from beer businesses because of declined output (about 9 million liters); 70 billion dongs lost tax revenue were also seen from other businesses, etc.

Particularly, revenues which are not under taxation sector’s regulatory (other revenues and fixed revenues at communes) for the first eight months only hit 45% and 58% of plan.
