Upon realizing the Agreement between Nghe An People’s Committee and JICA Vietnam Office, the provincial authorities had actively cooperated to efficiently implement many of JICA’s projects such as: Development Of Crop Genotypes for the Midlands and Mountain Areas of North Vietnam, Enhancing Functions of Agricultural Cooperatives in Vietnam - Phase II, etc.
JICA was also funding for the Project of Restoring and Upgrading the Irrigation System in North Nghe An with total investment of more than 5,700 dongs and Technical Cooperation Project on Planning for Agriculture Development in Nghe An.
After presented some main features of JICA’s projects in Nghe An, Mr. Satoshi Yamamoto confirmed to remain the utmost effort into stimulating efficient cooperation in agriculture between Nghe An and Japan, including encourage Japanese’s entrepreneurs to invest in agricultural sector in Nghe An.
Mr. Satoshi also indicated, one of Japanese’s practices of investment was small size companies at the beginning; however, once the efficacy was proved they would expand the business and plan for long-term investment. Additionally, each Japanese corporation had its own information network, so their fruitful return from businesses in Nghe An would in turn attract others to invest there. Therefore, he expected both sides to continue the successful cooperation to lure more and more Japanese’s investors.
Mr. Nguyen Dac Vinh expressed his thanks to JICA for selecting Nghe An to be one of the two provinces of Vietnam to cooperate in agriculture, thereby producing high-quality products, increasing production value for the provincial agricultural sector.
The Provincial Secretary of the Party Committee emphasized, the adoption of post-harvest technologies and consumption of agricultural products were the two biggest obstacles for Nghe An. Thus, he hoped that JICA will assist the province to overcome such difficulties in order to create breakthroughs in agricultural sector and spread them over regions throughout Vietnam.
Mr. Nguyen Dac Vinh also promoted that JICA could create chances for local corporations to work with Japanese’s entrepreneurs learn from the firm and long term - oriented management of Japanese people, as well as recommended solutions for problems in deployment of the projects, helping to strengthen the relationship between Nghe An in particular, and Vietnam in general and Japan in terms of agricultural field.
The Project of Restoring and Upgrading the Irrigation System in North Nghe An included 2 sections: the first section was to restore and upgrade the irrigation system in North Nghe An which was operated by the Provincial Department of Agriculture and Rural Development while the second one is run by Vietnam Academy of Water Resources, aiming to enhance the management capability and educational facilities of the Academy. The Project of Technical Cooperation Project on Planning for Agriculture Development in Nghe An targeted on applying the model: contract-based agricultural production which would be the platform for the food value chain in Nghe An, composing “The General Scheme on Promotion of Nghe An Agriculture” and “The Action Scheme” to achieve the entire goal. |
